Objective

To monitor and evaluate overall Government performance.

 Functions

This Division will perform the following functions: -

1. To assesses performance of Ministries, RSs and LGAs;
2. To monitor and evaluate plans for priorities;
3. To develop and maintain a robust/ government wide national M&E framework;
4. To custodian of Government‐wide Monitoring and Evaluation Policy;
5. To prepare and implement National Evaluation Plan (NEP);
6. To develop and monitor implementation of key performance indicators in liaison with sector ministries;
7. To coordinate M & E across the government;
8. To evaluate efficiency of the inter-institutional memorandum of understanding, agreements and frameworks of joint activities, programmes and initiatives; and
9. To prepare periodic Government performance reports.

 

This Division will be led by a Director and will have two (2) Sections as follows: -

1. Ministerial Performance Section; and
2. Regional Administration and Local Government Authority Section.

 

Ministerial Performance Section

This Section will perform the following activities: -

1. Monitor and evaluate performance of ministries;
2. Monitor and evaluate performance of M & E sections in all ministries;
3. Prepare and implement National Evaluation Plan (NEP);
4. Develop and maintain a robust/ government wide national M& E framework;
5. Coordinate and harmonize M & E systems at the national level;
6. Evaluate efficiency of the inter-ministerial memorandum of understanding, agreements and frameworks of joint activities, programmes and initiatives;
7. Develop and monitor implementation of national key performance indicators in liaison with sector ministries; and
8. Prepare papers and briefs on performance and disseminate information.

This Section will be led by an Assistant Director.

 

Regional Administration and Local Government Authority Section

This Section will perform the following activities: -

1. Evaluate overall performance of RSs and LGAs;
2. Monitor national key performance indicators at the RSs and LGA level;
3. Harmonize and assess effectiveness of M & E systems between MDAs at the RSs and LGA level;
4. Monitor and evaluate performance of M & E at the RSs and LGA level;
5. Evaluate efficiency of the inter-institutional memorandum of understanding, agreements and frameworks of joint activities at the RSs and LGA level;
6. Monitor frontline service delivery; and
7. Prepare periodic reports on performance of RSs and LGA.

This Section will be led by an Assistant Director.
