OFISI YA WAZIRI MKUU

Objective

To coordinate Political, Parliamentary and National Security affairs in order to enhance peace, democracy and National harmony and to provide periodic reports on Government performance.

Functions

This Division will perform the following functions:-

• To coordinate, monitor and report on Government business in the Parliament;
• To monitor performance of National Defence and Security Agencies and advise the Government accordingly; and
• To monitor the political atmosphere prevailing both within and outside the country and advise accordingly.

This Division will be led by a Director and will have three (3) Sections as follows:-

• Parliamentary Affairs Section;
• Political Affairs Section; and
• Extra Parliamentary Affairs Section.

Parliamentary Affairs Section

This Section will perform the following activities:-

• Analyze and prepare performance status of Government for presentation at Parliament sessions;
• Analyze requests and reports on the creation of constituencies and advise accordingly;
• Compile and prepare reports on issues raised during Parliamentary sessions for follow-up and implementation by relevant Ministries; and
• Coordinate and monitor implementation of Government commitments made during Parliamentary sessions and prepare reports.

This Section will be led by an Assistant Director.

Political Affairs Section

This Section will perform the following activities:-

• Attend issues on Political Parties including subvention, complaints and grievances;
• Attend issues on the National Elections and registration of Political Parties in liaison with National Electoral Commission and Registrar of Political Parties;
• Analyse political trends in and outside the country and advise accordingly;
• Coordinate, analyse and compile reports on the implementation of the Ruling Party Election Manifesto; and
• Attend to complaints and grievances arising from the public in liaison with other Government organs, Regions, Districts and Independent Organizations and prepare status reports on the complaints.

This Section will be led by an Assistant Director.

Extra Parliamentary Affairs Section

This Section will perform the following activities:-

• Monitor, analyse and advise the Government on National Security issues;
• Analyse and advise the Government on the laws governing organizational structures and operations of the National Defence and Security Agencies;
• Provide inputs and advise to the Parliamentary Defence and Security Committee and prepare implementation reports;
• Analyse reports from security and defence organs and advise the Government accordingly;
• Follow up on implementation of Government directives in collaboration with security and defence organs and prepare performance reports; and
• Follow up on corruption allegations and advise accordingly.

This Section will be led by an Assistant Director.
