CALL FOR ABSTRACTS & PARTICIPATION FOR

The 2nd Tanzania Monitoring, Evaluation and Learning Week 12th – 15th September, 2023

                 VENUE: ARUSHA INTERNATIONAL CONFERENCE CENTRE, TANZANIA (AICC)

The Office of the Prime Minister (PMO) of Tanzania in partnership with Tanzania Evaluation Association (TanEA) is organizing the 2nd Monitoring and Evaluation and Learning (MEL) Week Conference from 12th - 15th September, 2023 in Arusha, Tanzania. The (MEL) week conference will be officiated by the Prime Minister of the United Republic of Tanzania.

Tanzania is one of the African developing countries where the Government and development partners take accountability for development results and MEL practices seriously. There have been a number of efforts by different agencies working towards improving local capacities including strengthening the enabling environment for advancement of MEL practices in the country, especially through development projects, programmes, and overall national development agendas. This conference will be a platform for stakeholders in the public sector, private sector, CSOs and the Academia from inside and outside of Tanzania to discuss, share ideas and draw lessons from organizations, ministries, and M&E professionals and practitioners on managing development programmes as well as addressing the challenges of monitoring and evaluation of development programmes.

Globally and especially in the region, the MEL summits have been used successfully implemented as platforms that bring together all stakeholders in the MEL week to debate, share experiences and deliberate on improving performance and M&E systems.

Specific objectives of the conference are to; (i) promote monitoring, evaluation and learning practices among communities; (ii) Promote M&E culture in the government and sharing information and learnings best practices from local and international development programmes; (iii) advocate for MEL and the development of a culture for demand and use of evaluations and (iv) Showcase the best in tourism activities in Tanzania.

This conference calls upon different experts in the areas of Monitoring, Evaluation, and Learning to:-(i) submit abstracts and present Evaluation findings, papers, case studies, posters, and best practices (ii) to visit tourism attractions in Tanzania, (iii) exhibit their products and services; and (iv) Offer side events to show case and M&E professional trainings.

Presentations will be in the form of Keynote Speakers, Papers, Panel discussions, Roundtable discussions, Posters, Exhibitions and Publishing evaluation results, and Tourism activities. Papers to be presented will be published by the Government as well as of Rural Planning Journal hosted by the Institute of Rural Development Planning.

MAIN THEME: STRENGTHENING MONITORING, EVALUATION, AND LEARNING FOR IMPROVING GOVERNMENT PERFORMANCE

SUB-THEMES

  1. MONITORING, EVALUATION AND LEARNING FOR GOVERNANCE & IMPROVING SERVICE DELIVERY                                                                                                                                                                                                                                                    There will be presentations, exhibitions, papers, posters or publications related to any of the following areas:
  • M&E for evidence-based planning and budgeting;
  • Good governance and contribution to attaining FYDP-III;
  • Country Implementation status of SDGs towards 2030;
  • M&E for Accountability in Public Expenditure and Public Service;
  • Contextualizing National Monitoring and Evaluation Policy;
  • Evidence-based evaluation: Key for Development;
  • All Government M&E approaches for improved Government Coordination;
  • Gender responsive and equality focused evaluations;
  • Developing a Government-Wide National M&E system;
  • Evidence-based evaluation: Key for Development;
  • M&E for improving Public service delivery; and
  • Role of M&E and Blue Economy.   

     2.  INCENTIVES FOR M&E SUSTAINABILITY OF STRATEGIC PROJECTS AND PROGRAMMES

  • Sustainability and value for money of projects after matured to investment
  • Monitoring of long-term investment after completion of the donor funded projects
  • PPP aspects in the implementation of infrastructural projects e.g. Market area, roads, railways, bridges, and airports.
  • Results-Based Monitoring and Evaluation for the National Flagship project
  • Incentives for M&E (experience from other countries)
  • Developing resilient M&E systems; and
  • Building institutional and resource capabilities for M&E at the sub-national level                      

3. ROLE OF ICT IN IMPROVING EVALUATION DEMAND, CAPACITY, AND USE

  • Role of Enhanced ICT for data collection, analysis, dissemination and use;
  • Capacity of MDAs & LGAs on the use of generated data for Policy and Program decision making;
  • Role of M&E in Digital Economy; and
  • Data governance, technology and innovation for monitoring and evaluation;

4.   FOR SOCIAL ECONOMIC DEVELOPMENT

  • Tourism in the post COVID 19 Evaluation;
  • Assessment of Royal Tour for tourism industry transformation in Tanzania;
  • M&E for hospitality and Tourism Management; and
  • Ngorongoro ecosystem sustainability.

5.  CITIZEN SCIENCE & COMMUNITY LED MONITORING

  • Citizen science accountability measures at National and local levels; and
  • Community-led monitoring and accountability.

6.  YOUNG AND EMERGING EVALUATORS

  • Leveraging YEEs potentials for M&E Sustainability;
  • Role of social Media and digital platforms for improving Monitoring, Evaluations and Learning; and
  • Emerging issues and challenges on Monitoring and Evaluation.

7.    PARLIAMENTARY OVERSIGHT ROLE ON MONITORING AND EVALUATION

  • Parliament: Focus towards Embracing Evaluation for Tanzania Development Vision 2050; and
  • Country experiences for improving parliamentary oversight role.

All potentials who wish to submit papers, posters, provide training or exhibitions etc are welcome to participate in the form of the following: -

1. Round-Table Discussions

Round-table discussions will be tabled based on Evaluation findings, practice, and emerging development issues and learnings. Evaluators will provide their manuscripts to participants for constructive comments. We encourage submission of monitoring and evaluation manuscripts that would stimulate debate on evaluation for development management

2. Keynote Speakers

Keynote speakers will be invited from within and outside the country to present on national, regional and global development evaluation, accountability, results framework, etc

3. Poster Presentations

Poster presentations are welcome detailing development programmes, evaluation methodology, data, findings, conclusions, and policy recommendations.

4. Exhibitions

There will be exhibitions table whereby stakeholders will be given platform to display their services or products relevant to conducted evaluations, research, thesis, innovations and other socio-economic data in form of reports, drawings, posters, or other visual and audio representations.

5. Professional development workshops

There will be various Professional training to be provided in the conference. International, Regional, Continental, Governments and Non-Governmental Organizations, Development Partners, Private Sector, Civil Society Organizations, Higher Learning Institutions, Commissioners and Directors for Evaluations, Monitoring and Evaluation facilitators, and individual consultants are welcome to submit skill based half-day seminars or training on practical, evidence-based case studies, innovative

evaluation designs, methods, evaluation reporting, application of technologies into data management for monitoring and evaluation in the selected workshop below: -

Submission guidelines and key deadlines

  1. Authors should submit abstracts electronically not later than 15th July, 2023 by 1800hrs East Africa Time;
  2. Notification of the accepted abstracts will be done by 25th July, 2023;
  3. Deadline for receiving full papers and PowerPoint Presentations will be not later than by 5th August, 2023;

Presentations should balance both theoretical and practical perspectives, including specific applications; and All presentations should contribute to fostering monitoring, evaluation systems and learning for managing development programmes, enhancing performance and accountability.

Length and format of abstracts: not more than 300 words, in form of introduction/ background, objectives, methodology, key messages/findings and lessons/conclusion.
